Penn Yan man charged after injecting near fatal heroin dose

On Thursday the Penn Yan Police arrested Daniel J. Paulchel, age 23 of Penn Yan, for criminal sale of a controlled substance in the 3rd, reckless endangerment, and criminal injection of a narcotic drug after a drug investigation into drug activity within the Village.On Thursday evening the Penn Yan Police were called to a residence on Chapel Street for a reported drug overdose. The arriving Police found the victim to be unresponsive and not breathing. Officers administered Narcan to the victim who, after several minutes, regained consciousness and was transported by ambulance to Soldiers and Sailors for further treatment. An investigation revealed that Paulchel had sold a quantity of heroin to the victim and then injected the victim with the heroin, resulting in the overdose. Paulchel then fled the scene prior to Police arrival.On Monday afternoon at approximately 3:30 pm Officers were called to Garfield Avenue for a hit and run MVA. Officers located the vehicle that fled the scene and discovered that Paulchel was the driver. He was then taken into custody for both incidents and transported to the Pen Yan Police Department for processing. He was additionally ticketed for leaving the scene of a property damage accident.Paulchel was arraigned in Penn Yan Village Court and remanded to the Yates County Jail in lieu of $50,000 cash/ $100,000 bond. He is to reappear in Village Court at a later date to answer the charges.
